Frankly, I do not know - I guess, but it`s really just a guess that the issue could have been the fact that in such guns you have basically loose shells in the magazine and the gun is fed from above, with shells moving thanks to their own weight. Such a construction would make the turret unnecessarily tall - and putting the shells below the gun would make it necessary to construct a reliable feeder not relying on the weight of the shells. And this probably would again cause problems with the reliability of the whole thing. But - it`s just my guess.
