Why do you think it’s likely that WoT lootboxes wouldn’t be considered as such? In short: it really all depends on how gambling and loot boxes are defined and what sort of regulations are to be proposed. Legal language can be very tricky in this regard.
That being said, depending on the aforementioned stance it can turn out that if there`s a minimal guaranteed prize worth at least as much as the price paid then it`s not gambling as you always get stuff you paid for. On the other hand, and this I find less likely, all variety of mechanisms where you get various reward could be considered gambling. This however could affect ton of games like MMO where you raid a boss and you have a chance for certain drop of low or high end gear et c.
Again, it is really tricky.
