Update 9.4: Changes in the Ramming Mechanics

Ectar: Head to head rams won't be as effective but an E-50M T-boning you side on, or ramming you from behind  will still do significant damage.   My E halfhundred rammwagen M will still be rocking spall liners and controlled impact.
