players want to try vehicles they do not own on the test servers or
configurations on high tiers before going back to live server and
that's usually Tier 10/9.
We can not really force the players to play on a specific tier but we do recommend them to test the changes on different tiers as if those changes go live, all tiers are most likely affected, not only the high tiers.
