I'm taking the Improved vents again as an example. If you put the vents in the first slot you will get a 6% bonus crew skill. Put that same vents on the 2nd or 3rd slot you will get a 5% bonus crew skill with the yellow indication to tell you that you're not getting that extra 1%.
