He said, there is no cooldown of chips before 2nd stage. But clans landing at riots on sunday evening, that wiped themselves out before the CW freeze, have already all their chips again green (its maybe a bug, but in end effect it works exactly like reset of their chips from Wargaming).
So there is reset of chips for some and no chance of it for the others. Nice equal and same rules for all.
