Having played games for a large portion of my life, and much
of it competitive games such as Counter Strike, DotA, LoL, and WoW
arena, you will often find that unless you already know the person,
there will be little-to-no communication. Even when you know the
person, communication via text is often limited and most people
will opt for the voice communications because it's a lot easier.
Also in more recent times, even games like WoW - a game
where social interaction should theoretically be quite
commonplace - the players are starting to be more insular. With the
advent of systems such as random dungeon finder (which is like
click Random Battle) there is almost no communication. Not even a
greeting. The only time communication takes place in games that
I've seen in recent years has been after something has gone
horribly wrong and the insults start to fly. It's a sad truth, and
one that's becoming almost a standard across the industry.

As for the NA server, having experienced playing on NA
previously, I can say that the communication is not so different.
The gameplay is, though. Much like the RU servers have a different
playstyle to EU, so does the NA server. Also the constant high ping
is an issue. At least when my internet hiccups and there's a spike,
I know it's going to stabilise shortly. With playing on NA, the
ping is constant 150-200ms with spikes up to 300ms for me.
As Pte_Parts says, teamwork doesn't require communication
on a verbal level. It could be something simple as creating a
play/opportunity, taking a hit in your heavy for a TD that's one
shot from being smoked, or spotting and marking easy targets for
your team. This stuff isn't language restricted, but rather
requires the rest of the team to understand the pace and flow of
the game... which is something that's more difficult to do imo.
