Dakiras:   ^ That's what I was getting at. The system that exists there is mostly useless and people just ask for votes. Their system as it currently stands gives no reward or incentive, and yet it's still abused to an extent. It doesn't give a true representation of someone. Add incentives and people will try to abuse it while not really changing.   I'm all for new, forward-thinking ideas but I don't believe a simple form of positive reinforcement is quite enough to effect positive change.
