Design Your Tank

Since the M18 hellcat was a tank-destryer with a turret and the MkVIII International was a heavy tank (without any turrets). So is a tank-destroyer allowed or would it make no chance? Or can I say it will be a heavy tank without a turret. (Also that is par of my imagination)
