Berbo:   To register you must have a minimum of 9 and you can add 7 more (optional) For battle, you can use any number of players but not less than 60 and not more than 90 tier points  

Berbo:   When you have 90 points will you actually use 14 players? It's most likely everyone will stick to as many T10s as possible.  I think many will use around 11 players, and having 5 subs is just enough.   If you plan to use 14 players, please share your tank setup. I'm interested to know how it would look like :)
