Headquarters. After it's been placed, click on the province
with your HQ and you'll have the option to purchase a Division.
If you're not yet on the map, you'll receive a Division
through a Landing Tournament (free) or an Auction (Division is part
of your bid). More information on Divisions can be found on
the New Global Map guide.
