Because that's where competition is at as, between WGL and
weekly tournaments, why would players devote the ever increasing
time and effort it takes to make far less of a reward in clan
wars (outside of events, and only then because the tank alone is
worth it for a lot of players; the gold reward is still low)?
In short: The stick hasn't worked; perhaps it's time to
try the carrot?

veganzombiez: There are considerable discussion regarding the
potential/actual rewards for time spent, and we have looking into
reworking Clan Tasks to provide more rewards, or even adding
another way to receive rewards based on activity. This could
be done either through a Clan feature or through contests similar
to Wargaming's Own (highest battles vs unique clans; highest
average exp earned in a week, etc.)

veganzombiez: If the clan's running a Bomber Squadron, they can close a border for 2
turns. You can send me a screenshot of what you're seeing.
