create, 50 to maintain - no bonuses Flanking Division: 400 to
create, 50 to maintain - When attacking other territories, battles
are delayed by 20 minutes Entrenched Division: 400 to create, 50 to
maintain - When defending, battles are delayed by 20 minutes Elite
Division: 450 to create, 75 to maintain - All battles are delayed
by 20 minutes 20 minutes because, that way if a Flanking
attacked an Entrenched, the bonuses would combine to a 40 min
delay.

veganzombiez: Changing the Division types may be too complex, but adding
those options as Consumables would be an alternative.
