Another thought would be a elite que that would include players with 3 or 5 or 15 grps and players who just want to que in it. So the players in this que would know they will be facing grps or even clans so be prepared.
You could also give a xp and credit bonus to those queing as singles, a smaller bonus for those in grps of 3 and 5 and no bonus for a 15 grp.
