So the army is forced to take more tanks than they can
handle while the navy doesn't have the scratch to maintain it's
ships and train its seamen? Thanks Congress! Yeah I can see it from
both sides. IIRC one of the prosecution's arguments was that it's
like a drunk driver who hits a families mini van, yes he may have
been seriously injured himself but that doesn't change the fact
that he's guilty as sin of seriously injuring or endangering (or
killing) others.

Strategic necessity needs to keep it open. There are two ways of
doing this, one can either buy more tanks than needed, creating a
larger reserve including things which can be given to allies, or,
say, the Japanese method of deliberately slow production, which
dramatically increases unit cost, but reduces resource expenditure
and block obsolescence.
