Why is the short 8,8cm gun so weak?

MrVic: Tech side. The shorter barrel limits the ending velocity, due to less distance the round travels with the full pressure of the gas expansion behind it. Germany added a improved muzzle break in design but in the end it did not boost armor penetration force by much. Tho the HE componet of the AP shell remained pretty much the same. So the dmg is comparable
