I have supported Wargaming financially and on the forums a lot and was supremely disappointed to learn that they no longer accept tickets... so again, it's good to know that you are saying that you still do accept tickets. But I gotta say... the wording doesn't seem confusing at all, it seems pretty clear:    under the physics abuse heading --  "In-game Reporting System # How do I report an in-game rule violation? With the player base getting bigger and bigger, we have decided to fully depend on our Automated Complaint System to deal with rule violations during gameplay...  This eliminates the need for a player to spend the time to send a ticket to report violations and leads to more violators receiving punishment... I do not think this is enough!
We fully understand the frustration of having to put up with players who are ruining the game for you and everyone around them on purpose. Most of us are gamers and we know how a troll, team-killer or just a rude person can make our gaming time miserable.
The Automated Complaint System is therefore an effective way of dealing with such issues, because it provides consistency, fairness and effectiveness to the whole process of dealing with players who do not respect our rules.
While the old system of punishments carried out by Customer Support agents might have been perceived as “more effective”, in fact it was not because of the sheer amount of reports coming in every day. With the implementation and full use of the Automated Complaint System, the punishments are more frequent and stack up, resulting in more severe punishments every time the player breaks a rule... Categories of the Report System - Unsportsmanlike conduct
Physics abuse (blocking you, pushing you,) revealing allied locations on the map, intentionally committing suicide and other forms of unfair behavior covered in our terms of service fall in this category.

I'll make sure the article gets updated, I think that one might be quite old, or rather the language is unclear. It's extra confusing when there's language (sort of) indicating that we only process in-game complaints for Physics abuse and there simultaneously exists a category in the ticket submission process for Physics Abuse. I have personally answered tickets and issued sanctions for Physics Abuse during my time in Customer Support, but I understand that "take my word for it" isn't exactly convincing.

If there's one thing for me to take away from this discussion it's that I'd like to sit down with our CS folks and figure out what requires additional clarification.
