eekeeboo: If you go to the tech tree, click the blueprint icon. Select
a currently unresearched vehicle, you will be presented with a
screen of a puzzle, hover over each square and poke around for more
information. You will also find the answers to your questions
about national blueprints answered in the screen as a fully
researched line/nation when you receive it is turned into a
universal. The requirements as highlighted elsewhere
are random by nature with an increased chance through good battle
performance.
