Update 1.4 Personal Mission changes

Because with the wheeled vehicles you just decreased the total hp pool in the game and these things are really hard to hit if you are using something like a jageroo or any big gun. I am not even adding the danger factor that these tanks add with their mobility against slow non turreted TDs.
