IMO you will get better mods out of people who want to mod because they want to help, want to improve the game, love the game, play a lot and have played a lot. Rather than someone whos just doing it as a job, who doesn't really care about anything but the pay packet..
As for people applying for the status, then they would be delusional, and wouldn't end up modding for long.
