As for the topic. There is many many explanations. Andi ts hard to tell which is is. Heres some suggestions.
Penetration etc is partly determined by angle. One tank can be higher, or turned on a angle.
Aiming at different parts of the tank will give different results, Like aiming for air holes, machine gun holes etc.
Different guns, Different ammo types.
Equipment on the tanks, Like spall liner, loaders, etc.
And probably the main one would be crew levels.
