It is originally from US Army FM 17-15 Tank Platoon, Chapter 4 (Defensive Operations) and describes the fact that being hull down with a bush behind you makes you harder to detect. It would be an interesting broadening of tactical usage of the maps, especially for US tanks that heavily rely on hull down positioning.
