Q1: Is the design intent of that skill to improve performance on all three terrain types (which the skill description suggests), or only to bring performance on grade 2 and 3 closer to performance on grade 1 (which the skill name suggests)?
Q2: Will it be a uniform bonus across all grades, or will some grades get a bigger bonus than others?
Personally, I would love it if the skill also worked on grade 1 terrain. There are many tanks in the game who cannot reach their top speed even on the best possible terrain quality. Allowing this skill to improve that would make it suitable for some of the slower, heavier vehicles as well and not only the scouts and flankers, thereby offering more options for a larger number of players.

Overlord: It will work for good and medium terrains with different efficiency.
