I wasn't even allowed to make a wotdb.info like site with only the data shown in game but parsed from the client files (only reading them, not even modifying them like mods do), and that's just one example. The difference is I asked for permission, something none of the modders or the fan sites have done.
It's a bit of a strange system you are running that only allows those people to promote the game who break the rules. ;)
PS: In case it's not clear, I'm not saying you should ban modders, I'm saying you should allow people who actually want to follow the rules to write mods and create fan-sites, too.
