If I would read your original statement "players who spent money on camos want others to see them" and bought the skins for RL (gold) and then found out that anyone can still change them locally for themselves - I would feel cheated. Because you are not making any effort to actually make sure, that other people will see the paid skin - which is the service you sold me.
