2) Matchmaking improvement for medium/heavy/td tanks: +1/-1 tier spread for most tanks, ie. 2 tiers spread max. Special matchmaking for scouts/arties limiting/equalizing their numbers per team.
3) Randomizer reduced to +5/-5 percent max.
