Tanitha: I'm sure that most bugs like that are picked up by the Ru players
quicker, since they have 15x the player base, and their reports
don't need translating.

We regularly package up the feedback in here into a summary/report and send those off to the Minsk HQ.
I say summary because we have read through ~7200 posts which is obviously too much for development to read in its entirety.
Then the report is translated and forwarded to the development team (today's was 28 pages long).
These summaries go off at regular intervals, 3 have been sent through so far.
The latest feedback I had from the development team back from 7.4 was that the NA public test information was very valuable to them, and contained a lot of bugs and issues that were not reported on the other servers.
While every report, suggestion and comment from players is heard and considered, I'm sure you understand that they aren't all implemented for varying reasons.
Some suggestions also take a lot of planning and work. So a great suggestion lodged for 7.5 might not be introduced until the next update, or later update.

The patch-notes originate from HQ and are for all four servers.
So yes, tank locking times were put into the NA/EU/RU/SEA client's for the new tanks.
However tank locking isn't implemented on the NA server.
I checked with Minsk HQ to double check there hadn't been any Tank Locking included within this patch, and I was assured it wasn't.
Tank-locking will need to be installed onto NA at some stage, but not this update.
