I know it isn't crowd pleasing and I apologize I can do more at this time. A big part of my role to is advocate and argue on behalf of player sentiment and I will continue to push for you guys.
Any changes in these policies will definitely be announced.

Captain_Judo: Registration Registration begins: January 9, 2013
Registration ends: January 11, 2013 at 9:00AM PDT (12:00PM EDT) Victory Conditions The winner of each round will be determined as the first to 3 victories on a given map.
Each battle will last 10 minutes.
The Encounter battle mode will be used for this tournament. Tier & Point Limits
With a maximum of 7 players per battle, a team (maximum 10 players per team) must field a selection of tanks based on the below tier limits. Heavy: 7
Medium: n/a
Light: n/a
TD: n/a
SPG: n/a Schedule
Rounds will begin at 7:30PM PDT (10:30PM EST, 02:30 UTC) each scheduled day. Curious what time this is in your region? Use this handy Time Zone Converter to help you out! Round 1: January 14th
Round 2: January 15th
Round 3: January 16th
Round 4: January 17th
Round 5: January 18th
Round 6: January 19th There will be a 2 minute break in between rounds.
Prizes

Second place: 2,000
Third place: 1,000
Fourth place: 1,000 Maps
There will only be one map used during Skirmish 3. The map played on will be Steppes.

the finalists, which we then vote on. So it doesn't matter if your
caption is on page 1 or page 44; it has an equal chance of being
seen and selected

your not affecting their reticles ... most guys call moving 3 feet
left or 3 feet right zig zagging and on most arty especially with
crew skills on its not enough you will get nailed...
