That tank is the IS-3. Not any other IS variants, not any other USSR tanks... just the IS-3 specifically. And me shooting AP shells, not HE (in fact, if I hit an IS-3 with HE I have no issues dealing damage at all). I have had series of 5-8 consecutive shots that each showed a green reticle, each played the shrill ping noise generally associated with crits (and some, but not all, also having voice confirmation by the crew). And every single one of them inflicted zero damage.
Now, since I was firing AP shells, it couldn't be the new HE mechanics. However, it COULD be the new armor group layout, with 16 instead of 8 groups, spaced armor, and reworks of the hitboxes in some tanks. Could that not be a reason why some tanks are getting hit into modules unusually often? Maybe there are a few tanks now that are really hard to hit in a manner that actually causes HP damage, because the hitboxes of the modules are "in the way" from pretty much all angles?
Unfortunately I can't drive an IS-3 yet, so I have no way to confirm or deny that it gets module damage with every hit... but it's a theory as good as any other.

Overlord: Internal modules and even crew members can be of a different size due to the fact that hit boxes of tanks differ greatly.
