Because that is exceptionally low based on all extrapolations of the real-world penetration of the M58.
Extrapolation #1: M58 firing M358 APBC-T penetrates 221mm of 30 degree from vertical sloped armor at a range of 914 meters.
Converting to 0 degree slope with 1.25 slope modifier = 276mm penetration at 914 meters.
Converting to 100 meter range = 304 mm penetration
Extrapolation #2: 120mm T53 has 248mm penetration in WoT, with muzzle velocity of 945 m/s and real-world shell weight of 22.7 kg.
Kinetic energy: 10136 kilojoules
Kinetic energy density: 89.62 kj per square centimeter
Millimeter (mm) of penetration per kj/cm^2 = 2.767
120mm M58 has muzzle velocity of 1067 m/s and shell weight of 23.10 kg.
Kinetic energy: 13150 kilojoules
Kinetic energy density: 116.27 kj per square centimeter
Extrapolated penetration = 116.27 x 2.767 = 321.7 mm of penetration.

Overlord: 1. Damage per shell will be tailored on the basis of balancing tests.
2. Most likely higher than 267mm.
